This site is one of many companions to Unbalanced Interests, a report on the ยง 1201 Triennial Rulemaking process published by the Engelberg Center on Innovation Law and Policy at NYU Law.

The nature, number, and source of comments in each Triennial process are shaped by the exemptions being considered and the larger cultural environment. In 2003, petitioners supporting a broad exemption to allow owners of DVDs and DRM-protected CDs organized the public to submit individual comments. These individual public comments mentioned specific movies and albums that were encumbered by DRM, and provided examples of how that DRM prevented users from making full use of the works. This site allows you to explore this snapshot of culture from 2003. A button at the bottom of the page allows you to see the original comment that referenced the work.
